Most public finance problems are not technical. They are budgets that can't be defended, controls that exist on paper, and revenue that should arrive and doesn't. I work with ministries, agencies and public funds on budget formulation and defense, internal controls and audit readiness, fiscal and revenue diagnostics, the appraisal of public investments, and IPSAS adoption — the reporting frame that holds the rest together.
More on public financial managementU.S. Department of the Navy, Bahrain. Designed and led NAVCENT's first bilateral VAT exemption and refund program, serving as U.S. Government liaison in formal negotiations with the CEO and Deputy CEO of Bahrain's National Bureau for Revenue. As Deputy Comptroller, directed a consolidated budget of over USD 150M across four installations, secured additional funding during austerity through data-backed budget defense, and built a compliant emergency funding framework during Operation Allies Refuge, applying humanitarian and disaster-aid funding authorities under live crisis conditions — adopted regionally as precedent.
Training and briefing. Briefed the National Bureau for Revenue's leadership on U.S. appropriations constraints — obligation limits and statutes of limitation — so the agreement could be built within them. Briefed flag officers, and trained Navy captains, commanders and more than 200 sailors and civilians on the tax relief program. With London Premier Centre, IPSAS and procurement programs for senior public-sector officials, including the leadership of a national road fund, Ministry of Finance officials, and a finance officer of a UN agency.
Commercial finance and independent advisory. Five roles and four promotions in seven years at the Saudi Telecom Group's retail and distribution arm, rising to Financial Planning and Treasury Manager: a USD 130M+ budget owned end to end, a USD 20M+ treasury portfolio, and the organization's full accounting and financial SOP suite. Independently since 2017: a board-level USD 18M reinvestment framework for a sovereign wealth fund portfolio company, adopted as recommended; a GCC market-entry case for an international consumer brand; and a financial review of a distressed asset supporting the owner's capital decisions — the business was subsequently sold.

Most business cases are built by the people who want the deal to happen. Before capital is committed, I review the numbers independently: the assumptions that have to hold, the risks that would break the case, and what being wrong would cost. For companies that need senior finance leadership without a full-time hire, I also work as a fractional CFO.
